Apple Valley Development Advisory BoardGet a Slice
The Town of Apple Valley, in its continuing efforts to assist property owners and interested individuals, has an Advisory group available to assist individuals considering building within the Town. This Advisory group, the Development Advisory Board (DAB), will provide information about the applicable standards and requirements for any construction within the Town.

The Development Advisory Board meets on an as-needed basis on Thursdays at 1:30 p.m. in Conference Room 1 within the Development Services Building. Invited staff members include those from Planning, Building & Safety, Public Works, Engineering, Economic Development, Fire District, and Water Agencies.

A building permit grants legal permission to start construction of a building project. A building permit provides the means for Building Officials to reduce the potential hazards of unsafe construction and therefore ensuring the public health, safety and welfare. Apply for a permit prior to the start of any construction or remodeling work. Building permit application and plan check provide the means for Building Officials to inspect construction to ensure that minimum standards are met and appropriate materials are used. Certificate of Occupancy

A Certificate of Occupancy (C of O) is required of all businesses being conducted in commercial buildings; also commercial property being used for private use or even if a business just has a change of ownership the fire department requires a new C of O. For businesses not doing tenant improvements (T.I.) prior to opening, a fee of $70.00 is required when submitting the C of O application and VVWRA questionnaire.

Village Property and Business Improvement District (PBID)PBID Village Logo
Established by property owners within the Apple Valley Village business area to provide and manage supplemental services and improvements for this important, historic business center, the PBID enables district property owners to fund needed property related improvement programs to enhance business activity and property values, including enhanced security, entryway signage, decorative street lighting, landscaping, and the creation of a destination atmosphere for shopping, eating and social gatherings. The PBID Association Board meets regularly to coordinate programs and activities.

Historically Underutilized Business (HUB) Zonessba gov hub zone logo
Two HUB Zones are located in Apple Valley. The HUB Zone Empowerment Contracting Program stimulates economic development and creates jobs in urban and rural communities by providing Federal contracting preferences to small businesses. These preferences go to small businesses that obtain HUB Zone certification in part by employing staff who live in a HUB Zone. The company must also maintain a "principal office" in one of these specially designated areas. A second benefit involves specialized assistance, allowing qualified firms higher SBA-guaranteed surety bonds on construction and service contract bids.

High Desert Recycling Market Development Zone (RMDZ)CalRecycle - HD RMDZ
The RMDZ includes Apple Valley and four other cities and areas of unincorporated San Bernardino County. Zone activities are administered and coordinated by the Mojave Desert and Mountain Solid Waste Joint Powers Authority. This is the first zone to be established completely east of the Sierra Nevada/San Gabriel/San Bernardino mountain chains. It provides local and regional markets for diverted waste materials in the Mojave Desert area.

This State of California agency provides job training funds annually to employers throughout California. ETP is a funding agency - not a training agency. Businesses determine their own training needs and how best to provide training. ETP has established a Small Business Program that provides up to $50,000 in training cost reimbursements for small businesses. Eligibility determination and formal proposals can usually be completed in one week or less and the contract is short and compact.
